Ethiopia and Somalia Initiate Diplomatic Talks in Ankara, Turkey

Technical teams from Ethiopia and Somalia have begun talks in Ankara, Turkey, aiming to implement the Ankara Declaration, which underscores mutual respect and sovereignty. The discussions come after a prior meeting affirming the need for cooperation despite historical tensions over territorial integrity. Turkey plays a crucial mediating role in fostering peace between the two nations.

Negotiations between Ethiopian and Somali technical teams commenced in Ankara, Turkey, following agreements between Mogadishu and Addis Ababa, facilitated by President Recep Tayyip Erdogan. Somali Information Minister Daudi Aweis indicated that the teams arrived to discuss implementing the Ankara Declaration, aimed at fostering peace and enhancing diplomatic relations based on mutual respect.

This development follows a meeting on February 6, 2025, between Ethiopia’s Foreign Affairs Minister Gedion Timotheos and Turkish Deputy Foreign Affairs Minister Burhanettin Duran, where Ethiopia reaffirmed its commitment to executing the Ankara Accord. The agreement, signed by Prime Minister Abiy Ahmed, President Hassan Sheikh Mohamud, and President Erdogan, emphasized mutual sovereignty, unity, and territorial integrity.

The Accord includes recognition of the benefits Ethiopia would receive from access to maritime routes while underscoring respect for Somali territorial integrity. Additionally, it called for both nations to set aside historical disagreements and work toward constructive cooperation.

Tensions arose as Somalia accused Ethiopia of infringing upon its sovereignty through a secret deal with Somaliland that granted Ethiopia access to the Red Sea. In response, Somalia has reinforced its commitment to its territorial integrity by signing defense agreements with Egypt and Turkey, which strained relations further with Ethiopia.

Turkey’s role as a mediator stems from its long-standing relationships with both countries. Technical teams were established to facilitate discussions around Ethiopia’s maritime ambitions and its security role in Somalia, highlighting Ethiopia’s involvement as a critical partner in Somali peace initiatives.

The discussions taking place in Ankara represent a significant effort to mend relations between Ethiopia and Somalia amid historical tensions. Both nations have expressed a commitment to enhance diplomatic ties and respect each other’s sovereignty while retaining regional stability.
