On February 18, 2025, Uganda announced the deployment of troops to the Democratic Republic of Congo (DRC) to combat local militia activity. These forces will be stationed in Bunia, the capital of Ituri province, where they will collaborate with Congolese military to address rising violence in the region. Uganda’s military spokesperson, Felix Kulayigye, emphasized the urgent need to counter “massacres” being perpetrated by armed groups in eastern Congo.
This military intervention comes amid ongoing conflicts involving various militia groups, including the notorious M23, which has garnered backing from Rwanda. Uganda had previously stationed troops in the DRC to combat the Allied Democratic Forces, linked to extremist movements. The head of the Ugandan armed forces, Muhoozi Kainerugaba, even issued an ultimatum for rebel forces in Bunia to lay down their arms within 24 hours or face military action.
The deployment coincides with challenging conditions faced by the Congolese army as it strives to maintain control against the increasingly aggressive M23. This rebel group recently captured Goma, a primary regional hub, and has set its sights on Butembo following additional territorial gains. The continued expansion of M23 poses significant risks to stability within the mineral-rich eastern DRC.
In light of these developments, UN Human Rights Chief Volker Turk condemned the actions of M23, reporting grave violations, particularly against children. He stated that documented instances of summary executions of minors had occurred after the group captured Bukavu. Prior accusations have noted that both the rebels and Congolese forces engage in the recruitment of children for combat roles, exacerbating the humanitarian crisis in the region.
The Ugandan troop deployment to the DRC underscores the escalating violence from militia groups such as M23, which threatens regional stability.
