The Rwandan officials labeled the March 3 statement, signed by Foreign Affairs Minister Mélanie Joly, International Development Minister Ahmed Hussen, and Minister of Export Promotion Mary Ng, as defamatory and unacceptable. They criticized Canada’s allegations concerning Rwandan military involvement and support for the M23 rebel group, which has exacerbated the conflict.
Rwanda’s government articulated that Canada is unfairly attributing blame to Rwanda while ignoring significant human rights violations committed by the DRC government against its citizens. They specifically mentioned attacks on Banyamulenge villages in South Kivu by DRC forces and underscored Canada’s failure to address these serious issues. Moreover, Rwanda expressed intentions to seek clarifications from Canada regarding its recent position.
In response to the situation, Canadian authorities announced a suspension of export licenses for controlled goods to Rwanda and halted new government-to-government ventures. Additionally, Canada indicated it would reevaluate its participation in international events held in Rwanda and reconsider proposals for future events. The Rwandan government, however, contended that punitive measures would not resolve the underlying conflict and asserted its commitment to collaborate with regional partners for an African-led mediation process.
