President William Ruto has reaffirmed his commitment to promoting regional peace initiatives by advocating for dialogue as the most effective means to restore security in South Sudan. As chairman of the East African Community, he emphasized the necessity for a ceasefire, urging conflicting parties to set aside their differences for the nation’s benefit. In discussions with President Salva Kiir and First Vice President Riek Machar, Ruto expressed the importance of mutual dialogue to achieve peace and stabilize the country under the Intergovernmental Authority on Development (IGAD) framework.
On Thursday, President Ruto communicated his concerns regarding the escalating security situation in South Sudan during a conversation with the two leaders. He noted, “I implored both leaders to engage in dialogue towards fostering peace in the country even as the region works towards the stabilisation of South Sudan under IGAD’s Strategic Framework.” He also mentioned that regional consultations are being held to explore optimal strategies to address the current situation.
South Sudan has faced civil war since December 2013, originating from political disagreements within the ruling Sudan People’s Liberation Army (SPLA). The conflict, intensified by historical ethnic tensions, led to extensive civilian displacement amidst clashes between government and opposition forces. Such instability has continued despite numerous peace agreements and ceasefires arranged in years 2015, 2017, 2018, and 2024.
The June 2018 Revitalised Agreement on the Resolution of the Conflict in South Sudan initiated a ceasefire and the establishment of a unity government; however, progress in implementing this agreement has been sluggish, allowing violence to persist. The “Tumaini Initiative” peace talks, brokered by Kenya, resumed in late November 2024 after a three-month hiatus, seeking to include major groups that did not sign the 2018 Juba Agreement. Significant signatories include the Sudan Liberation Army Movement, the Arko Minawi wing, the Justice and Equality Movement, and Malik Aqar’s wing.
The Nairobi Tumaini Initiative works in tandem with IGAD’s efforts to support the implementation of the Revitalized Agreement, highlighting an ongoing commitment to restore stability and peace in South Sudan.
