The Taliban has called on Pakistan and Iran to slow the repatriation of Afghan refugees, stressing the economic challenges in Afghanistan. Since the conclusion of the U.S.-led military intervention in August 2021, over 2.7 million Afghans have been repatriated by these nations.
Mawlawi Abdul Kabir, the acting minister for refugees and repatriation affairs, articulated these concerns during meetings with Ubaid Ur Rehman Nizamani, Pakistan’s acting charge d’affaires, and Alireza Bekdali, Iran’s ambassador to Afghanistan, in Kabul. Kabir communicated optimism that the neighboring countries would display patience in handling the refugee situation.
The Taliban emphasized the necessity for a gradual return process rather than immediate deportations. Noting the difficult conditions in Afghanistan, the ministry conveyed, “Islamic Emirate encourages Afghan refugees to return to the country,” but stressed the importance of an organized return process.
Pakistan’s recent initiatives signify its commitment to addressing illegal settlement issues, leading to the departure of over 825,000 Afghans due to a crackdown launched in late 2023. Only about 40,000 of these migrants were formally deported. Pakistan’s comprehensive plan includes the repatriation of documented migrants and Afghan citizens without legal status.
In 2023, Pakistan extended the validity of Proof of Registration cards for Afghan refugees until June 30, 2025, intending to eventually resolve the matters concerning these cardholders. Conversely, Iran’s efforts between 2022 and 2024 saw the deportation of over 1.8 million Afghans due to economic pressures, with plans to deport an additional two million by March 2025.
Kabir urged both countries to decelerate the flow of returns until appropriate bilateral agreements can be established, emphasizing the need for time to facilitate meaningful dialogue. The Pakistani diplomat echoed that Afghan refugees should not be viewed as political pawns, noting the interlinked fates of both nations.
Iran’s ambassador thereafter called for a sustainable approach to the refugee issue and sought legal recognition for Afghan migrants in Iran. Rights organizations continue to advocate for the protection of Afghan refugees, emphasizing the precarious situation within Afghanistan, including severe economic instability and restrictions on women’s rights.
