In response to the recent outbreak of conflict in eastern Congo, the United States and the United Kingdom imposed sanctions on Rwanda’s defense minister and the spokesperson for the M23 insurgent group. This decision has been criticized for being counterproductive and morally misguided, equating to blaming a victim for retaliating against their abuser.
The M23 insurgency in Congo has emerged due to the Congolese government’s failure to uphold previous peace agreements. President Felix Tshisekedi’s actions have reportedly incited ethnic violence and provided support to groups linked to the 1994 Rwandan genocide. While often perceived as Rwandan, M23 is composed of Congolese individuals representing a diverse ethnic landscape.
Secretary of State Marco Rubio has been accused of misunderstanding the dynamics of the crisis by relying too heavily on the perspectives of the Africa Bureau at the State Department. Recent evidence suggests that the situation has not been managed effectively under his oversight.
Rwandan forces have responded to threats by conducting limited operations against targets believed to pose a risk of aggression towards Rwanda. In this context, Rubio’s approach appears to conflate the roles of victim and aggressor, a stance that reflects a broader geopolitical confusion. Historical comparisons suggest that had Israel or Ukraine undertaken preemptive actions, the U.S. would have supported their initiatives.
The narrative that Rwanda is exploiting eastern Congo is often rooted in misconceptions spread by diplomats and United Nations personnel unfamiliar with local trade dynamics. When I visited M23 territory, local entrepreneurs described transactions that challenged the perception of looting; they regarded such exchanges as normal business practices, especially given the burdensome internal taxes enforced by the Tshisekedi regime.
If sanctions were effective, millions of Congolese lives could have been spared. However, with the U.S. appearing to support a corrupt regime and its partners, the M23 and its allies feel they must resist a return to prior conditions that threaten their existence. The continuation of sanctions undermines the prospects for human rights and security in Congo, leading to the suggestion that a more radical approach may be necessary, potentially involving a change in leadership in Kinshasa.
The current sanctions may serve as a façade for the U.S. to avoid acknowledging its missteps, but a genuine resolution will require a new political regime in Kinshasa along with significant reform measures. A model similar to Iraqi Kurdistan’s status may benefit the regions of North and South Kivu. The U.N. should reevaluate its involvement, while U.S. sanctions against leaders in Congo could signal a shift towards ensuring long-term peace in this volatile region.
