He emphasized the need for climate negotiators to be self-reflective regarding the stagnation in outcomes over three decades.

Correa do Lago asserts that the United Nations Framework Convention on Climate Change (UNFCCC) remains the most suitable platform for climate negotiations, but it has inherent limitations. He noted that the UNFCCC lacks the authority to enforce its recommendations on responsible parties. Additionally, he highlighted global setbacks that exacerbate climate action challenges, specifically referencing the withdrawal of U.S. President Donald Trump from the Paris Agreement and the redirection of funds that could have supported climate initiatives.

In response to these challenges, Brazil plans to urge countries to leverage alternative international forums, such as G20 and International Monetary Fund meetings, to expedite climate action. Correa do Lago aims to amplify the participation of civil society and Indigenous communities in these discussions. Ahead of COP30, he announced intentions to host two international meetings to address national commitments for reducing greenhouse gas emissions, noting only 13 countries submitted their climate pledges by the February deadline.
