India and Mauritius Strengthen Bilateral Relations Through Key Agreements

India and Mauritius have elevated their bilateral ties to an “enhanced strategic partnership” through the signing of eight MoUs. These agreements focus on trade, maritime security, and mutual cooperation. Prime Minister Narendra Modi introduced the “MAHASAGAR” policy, emphasizing collaborative growth and security in the Indian Ocean region.

On Wednesday, India and Mauritius elevated their bilateral relations to an “enhanced strategic partnership” by signing eight memoranda of understanding (MoUs). These agreements aim to foster collaboration across various sectors, particularly in trade and maritime security, coinciding with Prime Minister Narendra Modi’s vision for the development of the Global South. The pacts include enhancing cross-border transactions using national currencies and enhancing joint efforts against money laundering.

During his two-day visit to Port Louis, Prime Minister Modi attended the national day celebrations of Mauritius, alongside a contingent from the Indian armed forces, including a warship from the Indian Navy and the Akash Ganga skydiving team. Following discussions with his Mauritian counterpart, Navinchandra Ramgoolam, Modi introduced a new policy approach termed “MAHASAGAR,” which signifies “Mutual and Holistic Advancement for Security and Growth Across Regions.”

This strategic partnership emphasizes the importance of a secure and open Indian Ocean, as both leaders acknowledged defense cooperation as a critical facet of their alliance. Modi assured that India would provide full support regarding the security of Mauritius’ Exclusive Economic Zone and extend cooperation in establishing a police academy and a national maritime information sharing center.

In his remarks, Modi highlighted the significance of further strengthening cooperation in maritime issues, including hydrography and the blue economy, while respecting Mauritius’ sovereignty concerning the Chagos Islands. India has advocated for Mauritius in negotiations over Chagos, and a historical agreement was reached with the UK regarding the islands’ sovereignty.

The Prime Minister reiterated the designation of the relationship as an “Enhanced Strategic Partnership,” underscoring mutual support in times of crises, including natural disasters and the COVID-19 pandemic. He cited various initiatives undertaken by both nations over the last decade that have enriched their cooperation, particularly in development and infrastructure projects.

Future projects announced include the modernization of a water pipeline and new community development initiatives worth 500 million Mauritian rupees, thereby solidifying India’s role in socioeconomic progress in Mauritius. Modi referenced significant India-assisted projects such as the metro express, the supreme court building, and housing initiatives, while also addressing technological collaborations in artificial intelligence and digital infrastructure.

The deep-rooted ties between India and Mauritius are attributed to the substantial Indian-origin population residing in Mauritius, which makes up approximately 70 percent of its 1.2 million inhabitants. Since 2005, India has been a pivotal trading partner for the island nation.
