His early career included assignments in various Spanish diplomatic missions across Ethiopia, France, Peru, and at the permanent representation to the Organization of American States (OAS) and United Nations agencies in Geneva.

Cerro was appointed as the deputy director general of the Office of Diplomatic Information in 1985 and became the ambassador to Paraguay in 1987. He held this role until 1993, when he transitioned to serve as Consul General in Havana. Subsequently, between 1997 and 2001, he held the prestigious position of Spain’s ambassador to Ecuador.
