Rwanda contends that the M23 armed group’s advancements are crucial for eliminating a militia formed post-1994 genocide that poses a threat to Rwanda’s borders. In contrast, the DRC alleges that Rwanda is after regime change and control over the region’s resources. Consequently, trade between the nations is suffering, as highlighted by statistics showing DRC as Rwanda’s second-largest trading partner.

Similarly, Rwandan cement companies like Cimerwa have experienced significant losses and customer dissatisfaction due to disruptions in trade linked to violence and government actions in the DRC.

Davis Twahirwa, Cimerwa’s sales head, mentioned that normalcy is gradually returning, particularly in Goma and Bukavu. However, the overarching instability continues to deter transporters from entering the conflict zones, leading to financial strain on their businesses. Abdul Ndarubogoye, president of the Rwanda Transporters Association, emphasized the economic toll inflicted by these ongoing conflicts, noting that Rwandan trucks comprise a significant percentage of those entering eastern DRC, yet they face heightened risks.
