On a recent Tuesday, the Presidents of the Democratic Republic of Congo and Rwanda convened in Qatar for their inaugural direct discussions since the M23 rebels, reportedly backed by Rwanda, took control of two significant cities in eastern Congo this year. This meeting was crucial as it followed a failed attempt to facilitate ceasefire negotiations between the Congolese government and M23 leaders.

Prior to the summit, the rebels had withdrawn from the negotiations on Monday, coinciding with the European Union’s imposition of sanctions on their leaders.
