Finance Minister Augustine Ngafuan has emphasized the urgent need to adjust and reprogram certain government projects to enhance Liberia’s development, especially following the indefinite suspension of all USAID-funded initiatives. At the recent launch of the Governance Reform and Accountability Transformation (GREAT) Project, Ngafuan highlighted the significant challenges due to reduced aid and the importance of modifying current strategies to ensure outcomes align with national development goals.
Ngafuan stated, “We are facing a significant shock due to the USAID aid cut, and immediate measures are being taken to mitigate its impact.” During his address, he confirmed that discussions would be initiated with partners to prioritize resources towards crucial sectors that have been affected by the cessation of aid. He expressed concern over job losses and reduced interventions that have impacted vital sectors in Liberia.
The Minister announced plans for a roundtable meeting in April, where government officials and partners will collaborate on addressing challenges and exploring effective solutions, while maintaining the commitment to the ARREST Agenda for Inclusive Development. The GREAT Project, launched with World Bank support, is described as a significant opportunity to advance digital public services and enhance governmental transparency and accountability.
Acting World Bank Country Manager Oyewole Afuye commended the launch, stating it aims to modernize public administration and betters efficiency for the benefit of all Liberians. The six-year project will specifically tackle issues such as weak administrative service delivery, fiscal challenges, and the need for enhanced management of public resources.
Funded by the International Development Association, the $30 million GREAT Project is set to run until November 30, 2030. Key government institutions benefiting from this initiative include the Ministry of Post and Telecommunications, the Liberia Revenue Authority, and the Liberia Anti-Corruption Commission, supporting an overarching goal of improved governance and service delivery.
